Progressive abrading, Mr. CL. Maybe 80 grit is the place to start.
The sealer is the key - finding one that you can flood the surface with is the way to go.
And, I hope we are talking about the balcony surface, not the pants. If you want your concrete to have little bumps all over it you are on your own, although from a technical stand point, I would be willing to offer my suggestions - that would be a challenge worth pursuing.
