That's Mickey Spillane. I couldn't figure it out because Spillane didn't have even a cameo role in Goldfinger. A little sleuthing led me to The Girl Hunters. That explains the tete-a-tete with Shirley. Like that french lingo? No one gonna tell me I ain't smart.
Actually that's Peter Lawford. And he is hitting on the girl who was covered in gold paint in Goldfinger, Shirley Eaton.
